Legal Question in Real Estate Law in Illinois

The situation is: at the beginning of winter, I got a permission from a car owner to place two cat shelters under it. I went to feed the cats twice a day and cleaned up around the car from time to time. Two days ago, the car owner told me to stop feeding the cats and remove the shelters because the landladay complained about cat's poop in the area. I told the car owner I'd need a week to get a trap and to remove the cats. She seemed to understand. Last night, I discovered when I came back from work that the area under the car was cleared up and my stuffs under it were thrown away in the trash.

My question is: Can the car owner simply take away my stuffs and throw them away? She knows fully that those things belong to me and I'll come back to feed the cats and claims the stuff when I'm off from work.

Is the act of throwing away stuffs not belonging to us constituting a theft?

Without being able to prove there was a firm rental agreement for any particular period of time, you had what is called a "license". A license can be like a lease, but can be revoked at will at any time and without any particular notice being required. About the only thing you can ask the car owner is for your "stuffs" back, and if they already were taken away, for the fair value of what you may have paid for them. If the car owner refuses, unfortunately it sounds like taking her to court would be more than the "stuffs" were worth, but that would be up to you. As to filing a criminal complaint, the police may or may not be of help but the question there is whether filing the complaint would make things worse between you and her.
