Legal Question in Real Estate Law in Illinois

In the state of Illinois can a managing broker require agents be present for office hours without pay? If so, can the Broker withhold or reduce commission to agent if they are tardy?

Most realtors are commission only. It would be like a "tip only" wait person being required to keep regular hours at the diner.
