I got the keys to my place and discovered a few things that violate the Chicago Municipal code. Can I still terminate my lease?

Here are just a couple of violations I've found:

#207 - windows jammed / no screens

#217 #221 - East wall has chipped or loose paint , plaster is cracking

Can I still excercise #1below to terminate my lease? I did take possession but haven't moved in yet. I don't want to wait 14 days for repairs. Thanks for any advice!

(b) Failure To Deliver Possession. If the landlord fails to deliver possession of the dwelling unit to the tenant in compliance with the residential rental agreement or Section 5-12-070, rent for the dwelling unit shall abate until possession is delivered, and the tenant may: (1) upon written notice to the landlord, terminate the rental agreement and upon termination the landlord shall return all prepaid rent and security; OR (2) demand performance & recover damages

Frankly, the violations don't seem severe enough to be let out of a lease for. The apartment is not required to be perfect. At best the landlord would be required to fix them.
