my tenant is stealing electric from the building

i have a tenant who had their power shut off for non payment and i've discovered they are running extension cords to the buildings outlets. can i call the police for theft? if i shut the power off there will be no hall lights

You may call the police, and they will visit the building to determine who is in possession, or do nothing at all. Theft? Why don't you start eviction proceedings? How many other tenants or apartments in the building? You have other alternatives than shutting off the power.

You can call the police. However, there is a more significant concern for you. You are probably at risk regarding rental payment. If you have a building code provision in the lease, you can probably evict. Good luck.
