Legal Question in Real Estate Law in Illinois

i thought i read that a fine notice to a homeowner for a 'violation' by a hoa must include a reference to the homeowners right of hearing/appeal. is that not true?

There should be rules governing rights of "due process" but they are usually stated in a different place in the rules.
