tree limbs

I have tree limbs that extend over a neighbors property. The trees are not dead or deseased, on some occasion, due to high winds, limbs will snap and fall onto neighbors property. Sometime the limb is still attached to tree.

question: Am I lible for clean up of fallen limb.
