Legal Question in Real Estate Law in Illinois
I am unemployed and have fallen behind on monies due for my condo assessments and other fees charged by my association and/or management company. Although I am still unemployed, I have now been making timely payments for a few months, each payment being a little more than the monthly minimum to try and make a dent in my balance due. Is it legal for them to continue charging me a monthly late fee when my (over)payments have been made timely?

It is possible. But if you never went to them and spoke to them and tried to work out a payment plan, you may never know.
