wells Fargo Bank foreclosure

Can Wells fargo Bank demand a pre-qualification letter from Wells Fargo bank if someone is buying their foreclosure home. Even though the buyers have already been preapproved by another bank? Is this legal?

Yes, as seller they can demand anything they want. Is this a short sale?
