Is it a violation of law to offer a handful of selected wholesalers additional terms and discounts in order to influence sales purchases at quarter-end in attempt to influence earnings?

Generally, the Robinson-Patmen Act, prohibits a supplier from charging a lower price to certain customers. Violations of the Act are fact specific. The information you provided in your question is not detailed enough for a more specific answer.
