Legal Question in Sexual Harassment in Illinois

I've been having issues with a manager. I've gone to hr about sexual harassment in the past. I was given an answer that it was old and didn't matter. I did bring a recent conversation via email to hr with the manager asking to eat lunch with him. I told hr that I wanted this behavior to stop. He's stopped me from doing my job in he past and is now harassing me on something that wasn't my fault. He was upset on an issue because his team failed to communicate to us that they needed more work. He emailed me in a very demanding way, approached me Infront of other employees and continued to email management that I had done it on purpose. All conversations are documented and it proves my point. What can I do? Can I file with EEOC? Hr won't fire him even after the fact that he got an employee pregnant, and is now sexually involved with another employee. I need help.

1) Sexual harassment is prohibited by Title VII of the
Civil Rights Act of 1964 and the Illinois Human Rights Act.
2) In Illinois, a discrimination claim can be filed either with
the state administrative agency, the Illinois Department
of Human Rights (IDHR) or the federal administrative agency,
the Equal Employment Opportunity Commission (EEOC).
3) Preserve all evidences both documentary and record all oral including
Email, SMS, Whatsapp, facebook internet chats etc.
