Legal Question in Sexual Harassment in Illinois

My father works at a trucking company and a foreman walked by and grabbed his breast. Since then people have been leaving gay literature and breast implant articles on the outside of his locker. He has gone to management and they havent done anything - is there anything he can and should do?
