Sexually Harassed in Small Business

My friend is going thru sexual harassment at a local VFW hall she bartended at. The attorney she acquired said she didn't have a case because there are fewer than 15 employees at this business. Is this true? This is the state if Illinois. thx appreciate any help.

There are lots of other issues , but in Illinois, and under Illinois law ONLY she has a possible claim. Illinois law only requires 1 employee for sexual harassment claims.
