child support enforcement levy
I, as a garnishee, am receiving Child Support Enforcement Levy notices from New York for a debtor, a contractor I hire on rare occasions, who lives in New York, but my business is incorporated in Illinois. Do I have to do the withholding or not? What if I don't do the withholding?

You will want to read the garnishment carefully. If you don't currently owe the contractor money, it might not be valid against future payments. If you are not sure, have an attorney or your CPA review it for you.
It you don't withhold when you are legally responsible for doing so, you (or your business) could be liable for the payments.
