Can the company I work for legally deny my request for a 401k hardship withdrawal, if I am willing to pay all the taxes and penalties?

They may be able to. It depends on your individual circumstances (the amount of the loan, whether you have existing loans, etc.) and on what the 401(k) Summary Plan Document says. You should ask your employer for a copy so you can read it thoroughly and see if they are within their rights to deny your loan.
