Legal Question in Tax Law in Illinois

Hello!

I live in Cook County but purchased a car in DuPage County in 2013. Two years after the purchase I received a notice saying I owed something called an individual use tax from this purchase. I didn't know what that was about so I sent a dispute letter requesting further information and proof that I owed the money, never heard from them again. Now, 3 years after that notice I am getting collection notices on this tax yet no proof of owing or explaining why I received the tax payment request in the 1st place. Apparently there is now a hearing on me owing this money...what?? It took 2 years to mail the 1st letter, another 3 to send a 2nd letter trying to collect ...what recourse do I have with this situation?

Please paste the address shown below into your browser for Cook County individual use tax information. Unless the dealer you bought the car from collected the tax and remitted it to Cook County, you most probably owe the money. Due to the procedural delay, if there are any interest and penalties on the unpaid amount of tax, you may have an argument to get them waived.
