Can home owner or neighborhood associations qualify for eleemosynary status with the IRS?

Eleemosynary status isn't the same thing as tax exempt status which requires adherence to a specific Internal Revenue Code Section to obtain some measure of exemption from income taxes. So, the answer to your question is, maybe, maybe not. To give you a proper answer we'd have to examine the purposes for which the organization is formed, how it will go about implementing its mission, and how it will be funded and how its funds will be spent.
