i have legal guardian perment guardian ship over my grandson, his mother claimed him on her taxes, once 2 years ago and again this year, is there any way i can stop her from doing this , we got the money but had to go thru all kinds of red tape with the irs?

Short of obtaining an injunction (an order stopping her from claiming your grandson on her tax return) through a court, there is no way other than reasoning with her. If it creates red tape for you, I'm sure it is doing the same for her.
