Legal Question in Traffic Law in Illinois
If a 4-Way Intersection has one leg barricaded using a type 3 barricade and and sign on it saying "Road Closed", is it still considered a 4-Way intersection or T-Intersection?

Generally, construction devices take precedence over other traffic control devices. That much I know. Whether an intersection is then, by erection of a barricade, rendered a "T" intersection, by statute or case law, I don't know. But it would seem to be so practically. Good Luck with your argument!
