accident without insurance and expired plates
I had backed out of my driveway and was getting ready topull forward when struck in the right side fender by an uninsured driver with expired lisence plates. are there any laws that explain the thhe definition of at fault for this?

There is no "at fault" definition. However, it appears that the other motorist may have been negligent and you would therefore have a cause of action to collect for property damage to your vehicle and/or personal injuries that you may have sustained as a result of this accident.
