I was selling someone a car, he was responsible of keeping up the insurance. He let is lapsed and had 2 accidents. I wanted to draw up a contract stating that he is responsible for those accidents and he had me under the impression that he was paying the insurance.

Re: Accident
I THINK that I understand your question. You agreed to sell a vehicle to another person "on time", and when all the payments were made, you were to give him the title; in the mean time, he was supposed to provide and pay for a policy of automobile insurance. If this is the case, and no agreement was signed prior to the time you transferred custody of the vehicle to the erstwhile buyer, it seems to me too late now. As the old saying goes, the cow is already out of the barn.
