Legal Question in Traffic Law in Illinois
Is it considered loitering if an officer is parked inside one of the self serve car wash stalls and checking traffic for speeders? This property is owned by the Shell Service Station. The officer was clearly not using the stall for its intended purpose.

If you are the Service Station manager you may have standing to ask the officer to leave.
However if you are a citizen annoyed by the presence of a police officer, there is most likely no legal recourse for this.
