Legal Question in Traffic Law in Illinois
Can a cop pull you over for speeding and just ask for your driver's license then say "I don't have time for this" and writes down your cell phone number and lets you go but he still have you license, so 15-20 minutes later he calls you and wants you to meet him up at an intersection. That's where he gives you your ticket and tells you how fast you were going. Shouldn't he give you the ticket on the spot along with the explanation of what you did wrong and with the actual speed you were going?

Yes; sometimes there are more important things, like robbery in progress calls.
