Hit and Run then my Car got Towed and Damaged

Ok I backed into a car and left a note for the driver to read that included my name and phone number and that I had accidentally hit his car (I know I should have stayed, but I was in a hurry). After leaving a note I noticed my car was being towed away later that night (not at the scene). I went to the police station and they had impounded my car which I paid 135 to get the car out and got a hit and run ticket. I talked to the driver of the car and he said he didn't even care and didn't wish to pursue ins. stuff. I'm ok with the ticket but the Towing company bent my rear axle of my car making worthless and the police officer said they did everything ok and there was no damage but my car definetly has damage on it. Tire streaks (took pictures) are leading out from where my car was and the police officer even said that they had dragged my car out from its parking stall. WITH THE PARKING BREAKS ON. Common sense should tell you thats not good for a car. Then the police officer refused to fill out a report that my car got damaged by the towing company. Do I need a report? Is the towing company liable? How do I go about proving this if the police officer wont even look at my car nor talk to me?
