Liability in a car 'incident'
I rear-ended another car, but no tickets were issued to either party involved, and the police report was written out as an incident. My damage was $20.00, and the other party had damage of $391.00. It is under $500.00, so it can not be considered an accident. Do I have to pay the other party's damage bill then?

The short answer is yes; but I assume that you had a valid policy of auto liability at the time of the collision, however slight. You should report what you term as an "incident" as soon as possible to your auto insurance company.
