Legal Question in Traffic Law in Illinois

This morning on the way to work I stopped behind a schoolbus with lights flashing. The child got in, the parent walked away and, as I thought, the lights wernt out, but the bus didn't move yet. I passed the bus and kept going. Now I understand that I have a ticket for passing a schoolbus with lights flashing. I have had a clear driving record for nearly 30 years, and I truly believe that the lights had been turned off, I wouldn't pass a bus if I thought that the lights were flashing. I understand that in Illinois here this can result in a 3month suspension of driving licence. How likely is this to happen? What is the fine, or likely outcome of this? Should I plead guilty or not guilty. The bus driver and apparently a parent witness say that the lights were on, but I really believe that I saw them go off. What should i do? Thanks.
