If a person does not have enough auto liability insurance to cover all damages to other vehicles, what is the recourse for those who are not at fault?

They can sue you, obtain a Judgment against you, and collect on that Judgment by garnishing your wages, your bank account, or anyone that owes you money. They can execute on your home, your car, or other personal property you own. It sounds like you need to hire an attorney in addition to the attorney hired by your insurance company.
