Legal Question in Traffic Law in Illinois
I received a Local Ordinance for turning left on a street that was marked "No left turn between the hours of 3 and 6pm." It was marked as disobeying a traffic control device. Since this is a traffic violation will it be something that will show up on my driving record or to my insurance company? Or since it's a local ordinance violation will it not? I'm trying to figure out if it is necessary for me to attend my court date to request driving school and court supervision since I am only 20 years old?

Yes a conviction will have negative consequences. Either hire an attorney or show up and ask for supervision.
