Legal Question in Traffic Law in Illinois
if I report a Safety Problem with a commercial vehicle to the National Highway Traffic and Safety Administration am I protected under some kind of Federal life from retaliation from the company who builds these vehicles, if so where is this written?

There is no general "whistleblower" law for vehicle defect reporting.
