Legal Question in Traffic Law in Illinois
how can one state keep u from having a licence when you don't even live in the state and have never had a driving offence in that state

Most if not all of the states have entered into the Interstate Motor Vehicle Compact under which if you are suspended or revoked in one state the other state will recognize and honor that suspension or revocation. If you are having difficulties, there may be a way to staigten out the initial problem so that you wil lbe allowed to drive legally in the state where you live. Consult with an attorney.
