Legal Question in Traffic Law in Illinois

A traffic altercation involving one vehicle cutting off another vehicle occurs on the Hwy in IL State Police jurisdiction. After both vehicles have called the police and arrive in a local town's jurisdiction a few miles away, the local police intiate a traffic stop to check out both vehicles. However, the town determines that because the incident occured on the hwy (IL State Police jurisdiction) they are going to detain both vehicles for 30 minutes until the state police arrive to investigate. Nothing transpires because there are no witnesses and it is a simple case of one person complaining that other cut him off, and so forth...the question is, did the local police have the right to detain both vehicles for over 30 minutes just to have the State Police arrive and ask the same questions as the locals did with absolutely NO evidence of a crime or traffic violation?
