Legal Question in Traffic Law in Illinois

A Traffic violation for being a concerned citizen.

I got a violation on the 21st of August. I was sitting in my vehicle with my friend and her daughter, the police starting searching some boys across the street from us and when the officer noticed I was paying atteniton to them he came over and starting asking me questions. He asked for my license and insurance and he asked me was I refusing I told him no and gave him the license. I did not have my insurance card at the time but I do have insurance and can prove it in court, but he also gave me a ticket for no child seat. Is this a valid ticket because we weren't moving? We were parked and had been since before they got over there. Also when I asked the officer for his name and star number he walked to his car and drove away. This officer had on a white shirt but gave my license to a blue shirt. I did make a complaint but I want to know if these tickets are even valid since I was in a vehicle that was parked. My door was opened and I was speaking with someone. Do you think I will end up paying the car seat ticket? I do have my proof of insurance.

You didn't relate your zip code, but I'll bet that this is a Chicago ticket. The name and star # of the issuing officer is on the ticket. It is possible that the officer perceived your question as irrelevant. In any event, you do have tickets to defend. You should hire a lawyer to represent you, as this matter may become too complicated for a lay person. Good Luck!
