Do traffic violations follow you when you move?
I received a speeding ticket in Wisconsin. 17mph over the speed limit, 4 points/$212. I am moving to Illinois (permanently) in about 30 days. I will be obtaining a new license in IL. I understand IL does not have a points system, but counts traffic violations. Will my WI violation show up on my IL driving record or do I start with a clean slate?

I believe that the answer to your question is "yes," since ILL does report WI convictions. As I understand it, the two states have reciprocity as to most traffic issues. I also believe that it will be reported as a moving violation in ILL, which could subject you to loss of ILL operating privileges, depending upon your previous record.
