My wife was going left on a traffic light after it turned yellow. She was in the intersection when the light was green. From the opposite direction a car came while the traffic light was yellow for him and crashed on my wife's car. There were 3 lanes on each side of divider and cars in two lanes stopped while the left most car came crossed the yellow light to hit my wife's car. The insurance company says that as per Vehicle Code book, Orange is equivalent to Green and it is my wife's fault to bear 80% liability, while 20% is the fault of the guy who hit her car. My wife did not get a ticket. Is my wife at fault?

Actually, the case law is quite opposite. A yellow light means "caution", the light is about to change. A vehicle who is legally in the intersection has the right of way.
