do all beneficiaries named in a will have to agree on sale of property or assets before distribution or can a majority be enough to satisfy acceptance to finalize distribution?

If all do not agree, I strongly recommend that your attorney draft a Petition which asks the Judge to allow the sale. Any beneficiary who does not provide a signed waiver that approves the sale may need to be served by the Sheriff (or a special process server). If all objecting beneficiaries fail to appear in Court, the Judge will likely allow it.
