our brother recently died and had a house. Do we need to notify anyone about the property before selling the house?

To be able to convey the property, you will either need to open an estate in court or follow very specific procedures available in some cases to have a title insurance company insure the transaction. This is not something that should be attempted without legal advice.

To whom does the house belong? Only the owner of the house can sell it. If the house belongs to your brother's estate, some legal mechanism is needed to give his executor, administrator, or heirs the authority to complete the sale.
