In the case of three executors do all three have equal decision making rights?

The Will may be instructive on this. In any event, I would strongly advise against having more than one executor. Very often, any one can take actions that make legal obligations for the Estate. Feel free to call me if you'd like to discuss further. I won't charge for the phone call.

Your question implies that all of the executors are not getting along. Depending on the circumstances you may be able obtain judicial relief, particularly if unanimity is required and you are deadlocked.
