Can the spouse of a recently deceased husband change the will of the deseaed to whatever she wants it to be ?

No, the only person who has the legal right to change a will is the person whose will it is. If the husband recently died then the executor or whoever has the original will must by law file it with the court in the county where the deceased person resided and if required an estate must be opened with the court and the will probated.
