execution of a will

My ex-husband passed away 2 yrs ago and in the codicil (drawn up 8/2004) to his original will it was stated to pay off my mortgage - can the executor deny this?

The executor has a responsibility to comply with the will and all codicils. So the executor cannot "deny" this. However, If there is not enough money in the estate to pay the mortgage off this is a different issue.
