Guardianship of an impaired adult

I live in Illinois, my son lives in Texas. After an army accident he is now cognitively impaired. How and where do I file for guardianship of him?

File it where you son lives. (you may consider bringing him up here and then filing or file down there and bring him up here)

In his state of residence. If he is still in the military, it may not be texas.
