My Mother has recently passed. She appointed me as the executor of her estate. The Judge marked the Law of Office as supervised at the request of my nieces. Also, my mother adopted her grandchildren who are now in their 30's. Their father (my brother) is still alive and has received his portion of my mother's federal group life insurance. Are my neices entitled to equal shares of my mom's insurance as her blood born children

I am confused how your nieces are your mother's blood born children? If you mean to ask whether adopted children are entitled to the same share as naturally born children, the answer is generally yes.
