Too late for probate?

My grandmother passed away in 2004. My mother was named as executrix. However, she did not file the will with probate court at all. She was just made aware that she needed to have done that. Will she be fined or will there be some penalty for not filing within the 30 days time period?

No one will penalize her for the late filing as long as she makes a good faith effort to file the Will with the County at this time. However, her continued failure to file the Will is a criminal act in Illinois.
