is the wife liable for payment on a car that was purchased for her by her husband before he died

If you want to keep the car, yes. Just because your husband died doesn't mean that you get the car free and clear. The car becomes part of his estate if his name is the only one on thr title. The estate must either pay for the car or it gets repossessed. If your name was also on title, you must pay.

Depends. If they were married, yes. Its a marital debt.
