Can someone who has legal power of attorney for me add someone else to the list of those who have power of attorney for me without my permission, consent, or knowledge?

The short answer is "No." I have never drafted a power of attorney that enabled the agent to appoint a successor, but I suppose it could legally be done. Is there such a provision in yours?

Another interpretation of your question is that the agent has already misbehaved in which case you should discharge him and arrange to set aside any transactions you did not approve of.
