for a living person is it better to go ahead an expedite a will or complete a power of attorney?

Not sure what your question means. Most people should have BOTH a Will and a Power of Attorney. They do different things. Will is used to control disposition of your assets upon your death. Power of Attorney is used to give someone else authority, during your life only, to make health care and/or property decisions on your behalf.
