with a living residence estate who is responsible for the property tax on the house? the living residence or the people the house will be left for? and any repairs or upgrades to the house

I assume you are referring to a life estate. The parties can make any arrangement they deem appropriate, however, the fee owner would have the most to lose if the taxes were not paid.
