Monies from estate are expended and bills remain

As executor of estate am I responsible for outstanding bills if all monies have been disbursted.

Unfortunately, yes.

Creditors have first claim on the estate (exceptions for administration, widows award etc). They have six months from publication of notice to file claims. If you disbursed to beneficiaries you're responsible.

Your only hope is to try to get back from the beneficiaries.
