What if a publicly notarized document is not followed to the specifactions of the signed agreement; can i take confident legal action if so what actions can i take?

Depends on what the agreement says. All that notarizing a document accomplishes, is that (arguably) the person who signed the document signed it in front of a notary, and that their identity was verified. If it was a badly drafted agreement, notarizing it does not change the fact that it is badly drafted.
