if a piece of property is owned buy three people one being man and wife if one peorson dyes can there children come in on there part

It depends on how they hold title. Joint tenancy, no their children would have no interest in the property, tenants in common, possibly. You should discuss this with an attorney so that the relevant documents can be reviewed.

Joint tenancy property passes to the surviving joint tenants not to the descendants.
On the death of the last survivor it passes to the survivor's estate.
