Property transfer & title in estate

Presently estate dispersion is not completed. A property was transferred with title to one of beneficiaries. As stated in will other beneficiaries should receive half of assessement. Beneficiaries were told they would receive their share at settlement of will. Why was this property transferred already without compensation to others when their exists cash flow for compensation?
