my sister is the administrater of my mothers estate, just found out she's been post-poning the final accounting for over a year because she doesn't want to pay taxes on her fee till nexted year and the lawyer has been going along with this, what can be done?

Is there a comprise that can be reached? If all else is done, perhaps she can make some distributions.
You could go to court, request termination of independent administration, which is likely in place, but at this point that may take almost as long, cost everyone and increase family tension.
The best answer was how does that affect you? If you have received your legacy, who cares when the final account is published. If you think delay is detrimental to your interests, you can raise objections, in court or with your sister, but what difference does it make to the administration of the estate and what difference does it make to you are the questions to consider before taking action.
